PROJECT MANAGEMENT SERVICES

1. Consultant appointments

1.1 Advise the client on the need for and make recommendations for the appointment of other consultants by the client.
1.2 Determine with the client the limit of the authority of the architect to issue instructions without obtaining the client’s or the project manager’s prior consent.
1.3 Monitor the performance of consultants, and contractors in the performance of their duties and the discharge of their responsibilities.

3. Reporting and meetings

3.1 Establish channels of communication between members of the project team
3.2 Establish meetings structure. Establish procedure for convening, chairing, attendance, function, frequency and responsibility for recording of meetings and circulation of information. Monitor communications and distribution of information.
3.3 Check appropriate information is provided to the client. Notify the client of decisions required from them.
3.4 Establish with consultants their reporting and recording procedures.
3.5 Convene and chair all project meetings.

5. Contract Procedures

5.1 Establish with consultants the selection and method of appointment of preferred/nominated subcontractors and the extent of design and specifications to be included in tender documents. Advise the client accordingly.
5.2 Establish with consultants procurement procedure for selection of contractors including type and form of contract. Monitor consultants in the preparation and assembly of tender documents.
5.3 With the consultants, prepare a list of tenderers, conduct selection procedures, if required, and request approval.
5.4 Arrange with consultants tender analysis; seek clarification of ambiguities and prepare tender report. If necessary, arrange interview of tenderers. Prepare tender award recommendation and request instructions.
5.5 Co-ordinate the preparation of contract documents. Arrange for preparation of contractor’s duty of care warranties, if required. Arrange signatures of parties as appropriate.
5.6 Arrange for the contractor’s insurance certificate and renewal of insurance at renewal dates to be checked.

7. Building management, commissioning and maintenance

7.1 Liaise with client / agents on practical management, maintenance program, provision of maintenance staff and state of services pending occupation.
7.2 With consultants and contractors, arrange hand-over after operational tests and commissioning of services.
7.3 Liaise with client / agents / consultants on commissioning and equipping program. Arrange for contractors’ and consultants’ maintenance and cleaning information, maintenance manuals, test certificates, guarantees, operating instructions, “as-built” drawings and “as-installed” diagrams to be forwarded to the client.

2. Brief, design and quality control

2.1 Amplify the design brief as necessary during design development and construction. Incorporate any changes and obtain client authorization. Issue to consultants.
2.2 Establish the responsibilities of consultants, contractors and sub-contractors.
2.3 Check that consultants review buildability and technical design of proposals with specialist contractors.
2.4 Establish procedures for checking that the consultants’ designs conform to the brief
2.5 In conjunction with consultants, advise on the need for quality assurance schemes, defects insurance and product guarantees.

4. Programming

4.1 In conjunction with consultants, prepare and maintain a master program from concept to completion to record principal activities and identify critical dates. Incorporate consultants’ program for production of detailed design information. Monitor progress.
4.2 Check that applications for statutory consents, etc. are submitted in accordance with the master program.
4.3 Advise the client of changes, recommend appropriate action and obtain authorization.
4.4 Check, in conjunction with the consultants, the contractors’ program; seek clarification of contractors’ program proposals if necessary, and incorporate these into master program.

6. Contract management

6.1 Arrange for client to place orders for long delivery components.
6.2 Advise client of any works to be carried out under separate direct contract..
6.3 Co-ordinate the consultants using reasonable endeavors to secure the provision of information to contractors in an appropriate timescale..
6.4 Check that consultants are providing adequate supervision and are undertaking regular site inspections in accordance with their terms of appointment..
6.5 Check that variations and instructions are being issued and correctly circulated..
6.6 Check that the consultants fulfill their contractual obligations in assessing and dealing with extensions of time and issuing the appropriate notices.

COST MANAGEMENT SERVICES

1. Tender Action

1.1 Assist the employer in the selection of the most appropriate construction contract
1.2 Assist the employer and other consultants with pre-qualification of prospective tenderers. Attend interviews with short-listed tenderers. Advise on final list of tenderers
1.3 Undertake a check of pre-tender against the Detailed Design Order of Cost Estimate
1.4 Assist the employer to co-ordinate and manage the tender process
1.5 With information supplied by the other consultants prepare tender documents 1.6 On receipt of tender submissions undertake tender analysis report with recommendations
1.7 Assist the employer with tender negotiations and advise on the appointment documents
1.8 On completion of the Tender Action stage update Detailed Design Order of Cost Estimate (including conclusions of value engineering exercise, changes, cash-flows and tender returns)

Supervision Services

A priority will be to establish administrative procedures for:

• quality checks
• monitor and report the progress of the works
• measurement
• checking interim and final payments for approval to the Contracting Authority
• modifications/variations
• performance/works programme
• the monitoring and control of costs to prevent over runs
• claims
• taking over strategy
• completion of defects
• final certification and other such matters
• Contracting Authority approvals before taking actions.

Approve the work contractor's program

The Supervisor shall approve the work contractor's program, particularly the Mobilization of plant and equipment on site, and the deployment of specialized trades and of sub-contractors. The Supervisor shall also obtain the specific approval of the Contracting Authority before issuing any instruction to the contractor.

Site investigations and setting out of the works

The Supervisor shall check and approve all of the contractor's site investigations and setting out of the works.

On-site tests during construction

The Supervisor shall instruct the works contractor to carry out any on-site tests. The Supervisor shall supervise such tests, record the test measurements and verify the adequacy or otherwise, of the results.

Contractor's designs, construction reports and as-built drawings

The Supervisor shall ensure that the contractor in the course of, and on the completion, of the works submits to the Contracting Authority all surveys, technical reports, construction records and maintenance manuals, including as-built drawings and calculations, which have been produced by the contractor. These art to be checked and approved by the Supervisor, as necessary for acceptance and the satisfactory maintenance of the completed project.

Monitoring the progress of the works

The Supervisor shall monitor the actual progress of the Works by preparing progress charts at the end of each month, and comparing the actual progress with the anticipated progress as detailed in the approved Program.

Monitoring the quality of the works

The Supervisor shall carry out inspections of the works on site as considered necessary to check the performance of the contractor, and to ensure that the execution of the works is in accordance with the contract documents and sound engineering practice. This may necessitate the inspection and testing of any materials and manufactured products that will be incorporated in the works.

Assure the compliance of Performance Guarantees, Insurance Policies, Indemnities, Certificates etc.

Supervisor shall check and confirm the adequacy and authenticity of all guarantees, insurance policies, indemnities, certificates etc for which the contractor is liable under the Conditions of the Works contract.

Interim payment certificates

The Supervisor shall check the works contractor's progress of work and pay items in the Bill of Quantities. When the supervisor issues a certificate. he/she must be satisfied that relevant, reliable and sufficient evidence exists that: the tasks have been properly performed and the amounts claimed by the contractor(s) have actually and necessarily been incurred in accordance with the requirements of the contract he/she is supervising. Based on this the Supervisor will certify, after correction if necessary, the contractors Interim Payment Certificate so that it can be delivered to the Contracting Authority

Provisional acceptance certificate

The Supervisor shall prior to the provisional acceptance, carry out joint site inspections and surveys and agree a snagging list with the Contracting Authority. When it is agreed that the snags are such that the works are substantially complete, and after receiving the work contractor's request for such certificate. the Supervisor shall prepare and submit to the contractor in coordination with the Contracting Authority, the provisional acceptance certificate.
